The responsibility for ensuring that stainless steel tote tanks (IBCs) are properly closed lies with the shipper. When an intermediate bulk container is filled and is ready to leave a facility, the shipper must be sure that the packaging complies with all regulations for properly closing the container. The Department of Transportation (49 CFR178.2(c)) states that closing instructions must be provided by the manufacturer to whomever a package is being transferred.
So what do these instructions entail? The instructions will include the proper torque to seal the fitting on the container. It may also include instructions on how to properly install the fitting for proper closure. Each type of material (stainless steel tote tanks and poly composite tote tanks) and each type of closure will require a different torque for proper closing. If you are the shipper of regulated products in tote tanks, be sure you have the proper closure instructions on file at each location shipping tote tanks.
